Alliant's Apprenticeship Requirements and Apprentice Verification
For projects that have apprentice requirements, it is essential that the following are verified:
Apprenticeship Registration
Apprentices must be formally registered with a recognized State Apprenticeship Agency (SAA) or federal Department of Labor Office of Apprenticeship (OA).
Apprentice Certification: Every apprentice must provide a State/Federal certification
Apprentice Rates Verification
Apprentices must be paid correctly according to the wage rates indicated by the recognized apprentice program and/or based on the apprentice’s percentage status.
Appendix A, apprenticeship wage schedule that includes hourly rates or discount off journeyworker's rate, and fringe benefits.
Apprentice Ratio/Supervision
This requirement ensures that workers classified as apprentices are being supervised by a journeyworker appropriately per the applicable registered apprenticeship program.
Recognized Apprentice Program Standard/MLA: To know the proper apprentice supervision for apprentices, this information should be requested from the applicable apprentice program. The program should be able to indicate proper supervision requirement for their specific apprentices.
Considerations Apprentice Program Should Define:
One to One: Verify with the apprentice program their ratio requirement, whether apprentice can be supervised by a different ratio other than 1 to 1, where for every 1 apprentice there is 1 journeyworker.
Journeyworker Distinction: Verify with the apprentice program if there are any journeyworker distinctions (e.g., experience level or education) to ensur apprentices are supervised by the appropriate journeyworker based on the program’s criteria. Standard assumption is that an apprentice can be supervised by any journeyworker (regardless of experience level/education) so long as they share the same classification.
Supervision Based on Same Classification: Verify with the apprentice program if apprentices can be supervised by a journeyworker with a different classification. Standard assumption is that an apprentice should be supervised by a journeyworker with the same classification.
Daily vs. Hourly vs By the Clock Supervision: It is the responsibility of the registered apprentice program to indicate whether supervision is defined as daily, hourly or by the clock supervision.
Daily Supervision can be defined as follows- an apprentice is considered supervised so long as the DAY in which an apprentice worked, a journeyworker also worked. In other words, for every day an apprentice worked, there is a journeyworker.
Houry Supervision can be defined as follows- an apprentice is considered supervised so long as the SAME NUMBER OF HOURS is worked on the same day by an apprentice and a journeyworker. In other words, for every 1 hour an apprentice worked, there is 1 hour worked by journeyworker.
By the Clock Supervision can be defined as follows- an apprentice is considered supervised so long as a journeyworker works at the EXACT TIME (clocked in/out) an apprentice worked. In other words, if an apprentice worked from 8am to 12noon, there should also be a journeyworker that worked from 8am-12noon.
