How to Set Up and Link Your Apprenticeship Program in Dili

Dili is a compliance platform designed to help you meet the apprenticeship and prevailing wage requirements under the Inflation Reduction Act (IRA). Unlike Apprentix, which manages and operates apprenticeship programs in compliance with the Department of Labor, Dili only captures your apprenticeship program information for reporting and compliance tracking.

This guide walks Admins and companies through the correct process to create, configure, and link their apprenticeship program in Dili, ensuring accurate IRA compliance documentation.


✅ Before You Begin

Make sure you have access to:

  • Your IRA Compliance Package folder, including:

    • Confirmation of Registration under Apprentix's Apprenticeship Program

    • Appendix A (Occupation info and wage schedules)

    • Appendix D (If you joined an external program like Apprentice)

  • Your company’s internal apprentice details (e.g., names, roles, wages)


Step 1: Create the Apprenticeship Program

  1. Go to: Manage Apprenticeship Programs

  2. Click on the Create New Program tab.

  3. Fill out the fields as follows:

    • Program Name: Enter "Apprentix - Occupation Name" (e.g. Apprentix - Craft Laborer)

      • Since only one occupation can be entered at a time in Dili, labeling your Program name by occupation will help you if you have multiple apprenticeship occupations.

    • Start Date: Use the Registration Date listed in your Confirmation of Registration document (e.g., March 25, 2025)

    • Description:
      Example:
      We signed an Appendix D to allow us to join Apprentice's registered apprenticeship program.
      This helps clarify why your company is linked to a program under a different name.

    • RAPIDS Code:
      Found in Appendix A on the top of page 2 under "RAPIDS Code" (e.g., 0661 for Laborer)

  4. Registered With:
    Select Office of Apprenticeship

    1. Apprentix is registered in Texas which is an Office of Apprenticeship state


Step 2: Set Apprenticeship Ratios

  1. Select Table-based Ratios

  2. Apprentices = 1

  3. Journeyworkers = 1

  4. Do not add more ratios


Step 3: Set Wage Progression (Apprentice Steps)

Wage Definition Method: Select "Percentage of Journeyworker Rate"

Wage progression is based on hours worked. In Appendix A, this is found in section 4 called the Apprentice Wage Schedule.

For each step (this is an example, refer to your Appendix A for actual):

  • Leave "Description" blank

  • Leave "Years Required" blank to avoid confusion.

  • Skip "Added Amount"

  • Click the "Create Program" button to submit the information entered


Step 3: Link the Program to the Project

  1. After saving the program, go back and select Link Apprenticeship Program

  2. Click the dropdown to Select Base Apprenticeship Program

  3. Choose your Labor Classification (e.g., Laborer, common)

  4. Assign the relevant Pay Schedule (this may auto-fill based on classification and project location)

  5. Click Add Program

📝 Note: If the automatically generated pay schedule doesn’t match your internal wages, it won’t affect your actual payroll—it’s used for compliance tracking only.


Step 4: Add Apprentices to the Program

  1. Click the Employee Tracker tab

  2. Click New Employee Assignment and fill out the fields

  3. Ensure you:

    • Set the Occupation to match the RAPIDS Code (e.g., Laborer)

    • Enter their Base Wage as per your internal payroll

  4. Complete the Apprentice Information section

    • Choose the Apprentice Step number that is based on where your apprentice currently is.

      • Go to Apprentix and run an Apprenticeship Report to see how many hours each apprentice has completed in total between both classroom hours and on-the-job training hours. The total number of hours completed corresponds to which Step the apprentice is in.

        • If an apprentice has completed 1,200 hours and each step in the apprenticeship increments at 1,000 hours, the apprentice is in Step 2.

      • Select the correct Apprentice Step based on hours completed

        • Step 1 = 0–999 hours

        • Step 2+ = Add 1,000 hours per step

    • Leave Apprentice Init Hours as 0

    • Attach the current Davis-Bacon Certificate to Current Apprentice Certification

      • Attach all future Davis-Bacon Certificates to the Replace Certification Document

      • Enter the Document Effective Date which you can find by looking in the Davis-Bacon Certificate file and using the Date Issued date.

  5. Click Save Changes to submit

📌 Tip: Apprentices who have not yet reached 1,000 hours stay in Step 1 and earn the entry-level rate.


Common Questions

❓ Should I use the Good Faith Effort exemption in Dili?

No. If you're using your own registered program (like one managed by Apprentix), you do not need to request apprentices from a third party. The "Good Faith Effort" exemption only applies when requesting from external sources like unions.


Final Tips

  • Always double-check RAPIDS codes and wage details against your IRA documents.

  • Dili’s terminology may differ (e.g., “Steps” = “Periods”), so interpret accordingly.

  • Make sure each apprentice is properly linked and has up-to-date wage and certification info.
