Understanding Every Field on a Davis-Bacon Certificate

This article explains each field on a Davis-Bacon certificate, along with the reasoning behind how and why those fields are displayed. This ensures you can answer not just what something means, but also why it appears that way.

⏱️ When Davis-Bacon certificates are issued

Davis-Bacon certificates are issued one business day after an apprentice has been approved for registration.

If you are missing a Davis-Bacon certificate for an apprentice, it means the apprentice is not yet registered.

They may still show as Active in the Apprentix platform. This simply means:

  • The registration request has been submitted to the Department of Labor

  • Approval is still pending

In most cases, the Department of Labor takes one business day to approve registrations. However, there are times when it may take longer. Unfortunately, this timeline is outside of our control.

Once the Department of Labor approves the registration, Apprentix will issue the Davis-Bacon certificate within one business day.


🔄 Certificate expiration and renewal

Davis-Bacon certificates:

  • Are valid for 90 days from the issue date

  • Must be renewed every 90 days

Apprentix will automatically renew certificates before they expire, as long as your apprenticeship program is in compliance.

If your program is not in compliance, you will need to resolve those issues before a renewed certificate can be issued.


🧾 Employer and program information (top section)

Employer name and address

Located in the upper-left corner, this establishes the connection between the registered apprentice and the employer.


Sponsor number (bold text)

Example: 2024-TX-129532-Apprentix

This is the program sponsor number, which identifies Apprentix as the official program sponsor that the employer has joined.


Apprentix program location (Texas address)

Under the sponsor number, you will see Apprentix’s company name and Texas address.

This indicates that:

  • The apprentice is registered in Texas, where the program sponsor is located

  • This is true regardless of where the employer is located

All employers who join Apprentix are joining a Texas-based program, which means all apprentices are registered in Texas.


Why apprentices can still work in other states (reciprocity)

Even though the program is based in Texas:

  • Apprentices can work on projects in other states through reciprocity

Here’s how that works:

  • The employer requests reciprocity from Apprentix using this form

  • Apprentix handles the process with the target state

  • Once approved, all registered apprentices under that employer can work in that state


Why project locations are NOT shown on the certificate

You may notice that no project location is listed on the certificate.

This is intentional.

While some program sponsors choose to include project locations, Apprentix does not. That’s because:

  • Apprentices are not tied to a single project

  • They may move from project to project over time

Instead of tying an apprentice to one project, Apprentix uses reciprocity to grant permission to work across projects and states.

This approach provides more flexibility and avoids limiting an apprentice’s eligibility to a single job site.


📋 Apprentice information table (field-by-field)

Apprentice ID

This is a unique identification number assigned to the apprentice.

Within Apprentix, this appears as the:

  • Apprentice Registration Number in the apprentice’s profile


Social Security Number (SSN)

This field can be left blank and is not required by the Department of Labor.

Apprentix does not collect Social Security Numbers, so this field will typically be empty.

The only time this field may be populated is if:

  • The apprentice was transferred from another program where the SSN had already been collected


Apprentice Name

The apprentice name is displayed as:
Last Name, First Name

This should reflect the apprentice’s legal name.

Important context:

  • Apprentix requires a name to be entered but does not validate whether it is a legal name

  • It is the responsibility of:

    • The admin to enter the correct legal name

    • The apprentice to verify their name during onboarding

If the legal name is incorrect:

  • The Admin should update the name in Apprentix

  • The Admin should Contact Apprentix support to request a correction

  • Apprentix will work with the Department of Labor to update the record


Occupation

This field displays the apprentice’s official occupation classification.

This classification:

  • Determines the type of training the apprentice receives

  • Is the classification that should be used on prevailing wage jobs


Date Apprenticeship Began

This date represents when the apprentice began their occupation.

However, this date can change in certain situations.

If an apprenticeship is:

  • Cancelled

  • Then later reinstated

Then:

  • A date will appear in the Date Cancelled field

  • A new Date Apprenticeship Began will be assigned

If the apprenticeship has never been cancelled:

  • Only the Date Apprenticeship Began will appear

  • The Date Cancelled field will remain blank


Date Cancelled

This field only appears if the apprenticeship was previously cancelled.

Important clarification:

  • Seeing a date here does not mean the apprentice is currently inactive

Davis-Bacon certificates are only issued to active apprentices, so if a certificate exists:

  • The apprentice is currently active

This field simply reflects that a cancellation occurred at some point in the past.


Date Completed

This field only appears when:

  • The apprentice has fully completed the program

  • A certificate of completion has been issued


📅 Bottom section: Issue date and expiration

Issue Date

The issue date reflects when that specific certificate was generated.

It does not determine when the apprenticeship started.

Instead, it is used to:

  • Establish the 90-day validity period of the certificate


“VOID 90 DAYS FROM ISSUE DATE”

This statement means:

  • The certificate expires 90 days after the issue date

Important clarification:

  • The expiration is not tied to the apprenticeship start date

  • It is entirely based on when the certificate was issued

It is completely normal for:

  • The apprenticeship start date to be earlier than the issue date


❓ Common questions

Why is the certificate missing?

The apprentice is most likely:

  • Still pending approval from the Department of Labor


Why is the start date earlier than the issue date?

This is expected:

  • The apprentice may have started earlier

  • The certificate is issued after registration approval


Why isn’t there a project listed?

Because apprentices:

  • Are not tied to a single project

  • Work across multiple projects

Work eligibility is handled through reciprocity, not project assignment.

Missing certificate

If the Davis-Bacon certificate is missing, the apprentice is likely still pending approval with the Department of Labor. Certificates are issued one business day after approval.

Name correction

To correct an apprentice’s name, please update it in Apprentix and contact support. We will coordinate the update with the Department of Labor.

Expired certificate

Davis-Bacon certificates are valid for 90 days from the issue date. We will automatically renew certificates before expiration as long as your program is in compliance.
